In March 1987 Yitzhak Arad, President of Yad Vashem, contacted the austrian chanceler Franz Vranitzky. He asked him to bring up a memorial base for the austrian victims of the holocaust, such as other countries already did.
After conducting a feasability study, the ministry of science in 1992 assigned the Dokumentationsarchiv des österreichischen Widerstandes (DÖW) 1992, to research all data of the austrian jews, murdered during the Holocaust.
